About Baltic Defence College
The Baltic Defence College (BALTDEFCOL; Estonian: Balti Kaitsekolledž) is a multinational higher education and research institution established in 1999 in Tartu, Estonia, through a trilateral agreement between the Ministries of Defence of Estonia, Latvia, and Lithuania. Operating in deep partnership with NATO and European Union allies, the college educates senior and intermediate military officers, commanders, diplomats, and civilian national security leaders in modern joint warfare, operational art, crisis management, and grand strategy. Situated at the historic Riia 12 complex in Tartu—Estonia's renowned university and intellectual capital—the college serves as the flagship joint educational establishment for the three Baltic States and over 25 NATO, EU, and Partnership for Peace (PfP) member states. Instruction is conducted exclusively in English by a diverse multinational directing staff representing NATO member countries, supported by visiting international scholars, allied general officers, and cabinet-level security practitioners. BALTDEFCOL delivers internationally recognized Joint Professional Military Education (JPME) through its core curricula: the Higher Command Studies Course (HCSC) for colonels, brigadier generals, and equivalent civil servants; the Joint Command and General Staff Course (JCGSC) for majors and lieutenant colonels; the Command Senior Enlisted Leader Course (CSELC); and the Civil Servants' Course (CSC). The college also houses the Department of Strategic Studies and the Department of Operations, conducting cutting-edge academic research on deterrence, hybrid warfare, Russian strategic posture, and Baltic regional security.
